После октябрьских событий 1917 г. центральное ведомство МИД России целиком ушло в забастовку. Лишившийся руководства Заграничный Корпус должен был самостоятельно выработать отношение к сложившейся ситуации. В результате анализа комплекса телеграфной переписки дипломатов в статье впервые рассмотрены вопросы идеологического обоснования продолжения автономной деятельности заграничного представительства, в частности, теория двух Россий, большевистской и национальной. Изучены дискуссии по поводу создания, руководства и способов действия созданного в ноябре 1917 г. Совета послов, его взаимодействия с антибольшевистским движением в России.

After the events of October 1917 the entire Central Department of the Ministry of Foreign Affairs of Russia went on strike. The Diplomatic Corps abroad, having lost the guidance, had to work out independently its own attitude towards the circumstances. The problems of ideological grounds for further autonomous activities of the Russian missions abroad, particularly the theory of two Russias, Bolshevist and National, on the basis of analysis of the complex of telegraph diplomatic correspondence from the last months of 1917 till the beginning of 1918 are considered for the first time. The discussions concerning the creation, leadership and means of activities of the Council of Ambassadors, established in November 1917 are investigated.
